Low Income Housing

What is low income housing?

Public housing is really what is being referred to when someone is talking about completing a low income housing application online.

In order to complete an application, one must fall into the income levels needed to qualify. There is an asset test in addition to earned income. Over a certain amount, HUD will add income even if the Section 8 tenant does not receive any interest income from, for example, a bank account. HUD calls this “imputed income from assets” and, in the case of a bank account, HUD establishes a standard “Passbook Savings Rate” to calculate the imputed income from the asset.By increasing the amount of a tenant’s total income, the amount of imputed income from assets may affect a tenant’s assigned portion of rent. The PHA pays the landlord the remainder of the rent over the tenant’s portion, subject to a cap referred to as “Fair Market Rent” (FMR) which is determined by HUD. Each year, the federal government looks at the rents being charged for privately owned apartments in different communities, as well as the costs of utilities (heat, electricity, etc.) in those communities. A HUD housing application, or what is really for section 8, is always free at your local housing authority. The Fair Market Rents are an estimate of the average gross rents (rents plus utilities) for medium-quality apartments of different sizes in a particular community. As an example, 2012 FMR for 1 bedroom housing in San Francisco is $1,522 and in New York is $1,280 while in many other places it is less than $500. Section8programs.com allows their clients to list their properties for free. The landlord cannot charge a Section 8 tenant or anyone that has completed a section 8 application online, more than a reasonable rent and cannot accept payments outside the contract. In addition, landlords, although required to meet fair housing laws, are not required to participate in the Section 8 program. As a result, some landlords will not accept a Section 8 tenant.

Is this for a voucher or a low income housing application? No. The Section 8 Consolidation Program only awards cash grants to people in need, not rental assistance vouchers. That Program is called the Section 8 Housing Choice Voucher Program and is administered only by housing authorities which are in no way affiliated with Section8programs.com. The Section 8 and Subsidized Housing Online Packet has combined low income housing opportunities and the allocation of low income grants to eligible applicants.

The HOME Investment Partnerships Program (HOME) provides formula grants to states and localities that communities use – often in partnership with local nonprofit groups – to fund a wide range of activities including building, buying, and/or rehabilitating affordable housing for rent or home ownership or providing direct rental assistance to low-income people. It is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. What is Public Housing? Public housing was established to provide decent and safe rental housing for eligible low income individuals, families, the elderly, and persons with disabilities. Public housing is not Section 8 and does not require a Section 8 voucher. Public housing is however a government subsidized rental assistance program. Public housing may come in the form of a single family house or a high rise apartment complex. To learn more about public housing or low income housing and other government subsidized rental assistance programs and how to apply, order the Section 8 and Subsidized Housing Online Packet. With your Online Packet, you will also be able to apply for the privately owned and operated Section 8 Consolidation Program. This program has no government affiliation, but does award grants intended for a low income family or individual. Currently there is no waiting list.
